When in low light situations, is it better to have a high ISO, or a slower shutter speed to compensate for the lack of light?

When trying to get out of auto, how do you use the Tv mode, and why is it different from the other modes?

I would love to get a little bit more creative with my shutter speed, what are some ways that others have used a slow shutter speed for creative images?
